Not unless Sidious himself never grew between RotS and the OT which we know isn't the case. None of that suggests Vader would be incapable of surpassing his former self in terms of power. At the time, he had the power to challenge his master, his injuries made it so he no longer had the power to do so and he was never able to catch up due to his loss of potential capping him below his master ( 80% per Lucas ).

George Lucas is perfectly correct to suggest that Vader has lost power and potential due to his injuries on Mustafar and he of course brings it up to highlight why Vader is currently subservient to the Emperor.
